Baseball

Tie Games
BBR01 Any CCAL games not completed because of a “rain out” or darkness that do not play to the required 4 1/2 innings will continue from that point on the next available day or prior to the upcoming game versus the same team.
Make-up Games and Rainouts
BBR02 General Provisions for Make Up Games
Following a rainout or a game stopped prior to the completion of 4 1/2 innings due to darkness, the next available days must include Saturdays; weather permitting, as a mandatory day for the game to be made up.
- If umpires are available, Saturday’s will continue to be considered the “next available day” option with the provision that both coaches agree upon an earlier Saturday start time (10:00 am) or later start time (4:00 pm) to accommodate those athletes who may have previously scheduled commitments.
- CCAL Baseball Coaches will not schedule baseball related fundraisers and/or schedule their baseball fields to be used by others on Saturday’s during league season.
- League make-up games will have a priority over non-league games that are scheduled for Monday, Wednesday, Friday, or Saturday.
- In the event that the home field in which the Saturday make-up game is scheduled for is unplayable due to weather and/or any other unforeseen scenarios, the game will be moved to the visiting team’s facility. The original home team will remain as the home team in this event. It will be the original home team’s responsibility to contact officials.
BBR03
During CCAL play, rainouts will be treated as a suspended game if 4 1/2 complete innings or more have not been played. The game is resumed on the next available date and the game will begin at the exact point in the competition in which the game was suspended.
Officials
BBR05 Varsity level conference games are to have two officials unless one official fails to arrive. In the event officials are not available for a Friday league make-up game, the game will be treated the same as a rainout and must be made up on Saturday, the following day, weather permitting.
BBR06 If a Junior Varsity or Frosh official fails to arrive, the game will be rescheduled to the next available day.
BBR07 Junior Varsity and Frosh games are to have one official.
BBR08 Officials
When officials are not available for a Friday league make-up game, the game will be treated as a rainout game and must be made up on Saturday, the following day, weather permitting.
Equipment
BBR10 The home team will furnish four NFHS stamped game baseballs.
BBR11 The official CCAL baseball will include only the balls listed in the National Federation Rules. During the 2019 CCAL season the approved balls will include the Wilson A101OHS, Diamond D-1HS, and Rawlings R100HS. During the 2020 season and beyond, the CCAL will use only the Wilson A1010HS or Wilson A1010PRO balls.
BBR12 A minimum of four baseballs will be required to start the game. One each will go to the starting pitchers for warming up and the other two will go to the umpire. The starting pitcher will bring his ball into the game or give it to the umpire.
Pre-Game Procedures
BBR20 The home team will take infield half an hour before game time.
BBR21 No overhand batting practice (field or cage) is allowed at anytime on the day of the game. Pepper (from a reasonable and traditional distance), soft toss from the side, and batting tee use are allowed and not considered to be batting practice. However, Pregame specialty ball (Ex. wiffle and mush) batting practice is allowed, including the use of pitching machine using a specialty ball.
BBR22 All CCAL varsity baseball coaches must inform their players that it is expressly forbidden to have any kind of over hand “batting practice” with any kind of baseball and/or dimple ball anywhere on a league game day. It is recommended that all batting cages be locked on game days.
Coaching on Bases
BBR30 Coaches may have the option of coaching in the coaching box, but must be in uniform.
Basketball

Officials
BKR01 All conference games shall have a minimum of two officials. If only one official shows, the game may proceed if both coaches agree.
Equipment
BKR05 The official conference ball is the Wilson.
BKR06 The home team will furnish twelve warm-up basketballs and will furnish comparable bench facilities for both teams. BKR07 Visiting teams will provide their own towels.
BKR08 The visiting team will wear dark colored shirts and the home team will wear white (light-colored) shirts, except by mutual agreement between the schools.
Mercy Rule BKR09
National Federation of High School Sports allows states to adopt a “point differential (running clock) plan. The California CIF approved Bylaw 1607. Mercy Rule that states the following:
“At the conclusion of the first half of play and any point thereafter, if there is a point differential of 40 or more points, a running clock shall be instituted for the remainder of the game regardless of the score. At the conclusion of the third quarter of play and any point thereafter, if there is a point differential of 30 or more points, the running clock shall be continued.” This bylaw applies to all levels of play. (Page 63 of CIF/SJS Constitution and By Laws). Approved by MMC-April 2014

“Bylaw BKR09 should be printed on a school site letter head and located at the scorer’s table at all home CCAL games.” The host school has a responsibility to announced to those in attendance when the Mercy rule goes into effect during a game. Approved by MMC- 2014

Meet Time Schedules
CCR03 All CCAL Cross Country “cluster/center” meets will begin at 1:30pm. It is recommended that four separate races to be held: Frosh/Soph Boys, Frosh/Soph Girls, Varsity Girls, and Varsity Boys.
CCR04 In accordance with national rules of cross country and track and field, any individual or team that has not checked in with the “ clerk of the course” before the prescribed time and on the assigned date cannot run in the race and therefore that individual or that team forfeits any performance in the specific event starting at that time or date. They may run in a later race if present on time.
CCR05 A race must be run before an absence-caused forfeit is legal and all those runners of the winning team (at least five) must complete the run or both teams forfeit and both are credited with a loss. Runners on the winning team cannot run in another division on that day.

CCAL Championships in F/S Girls, F/S Boys, Varsity Girls and Varsity Boys shall be determined by placing at the “cluster/center” meets. One point will be awarded for each team that a school finishes ahead of in each “cluster/center” meet.

Football
Starting Times
FBR01 Three Game Start Times will be 3:15 PM (Friday’s) or 6:00 PM (Thursday’s) for Frosh/ Soph, 5:00 PM for Junior Varsity and 7:15 PM for Varsity.
FBR02 Two Game Start Times will be 5:00 PM for Junior Varsity and 7:00 PM for Varsity.
FBR03 Optional starting times and dates:
A. Where stadium conflicts occur in scheduling, the home team has the option of changing the date of the schedule, but must notify its opponent in writing at the time the schedule is changed.
B. Starting times of games that must be changed due to conflicts or for the best interests of the game must be done by mutual agreement of the principals and athletic directors of the schools involved.
C. Games to be postponed because of fog or other emergencies shall be the responsibility of the principals or administrators in charge of the two schools involved.
Scrimmages
FBR04 CIF/SJS By-Law 1206.C states: “A maximum of one(1)scrimmage per team are permissible prior to the first game (league or non-league. Said scrimmage shall not count in the teams contact total. Scrimmages held after a team’s first game shall count as contacts. A scrimmage is defined as supervised competition between two or more teams where: a) no officials are paid; b) admission may be charged, but the price may not exceed $4.00; closed scrimmages are permissible; c) no scores/results are released to the media or to Maxpreps; d) no awards are presented.
Game Procedures
FBR06 Home schools shall endeavor to have the presence of a doctor/paramedic on the bench or at a designated spot in the stands of the home team.
FBR07 The home team will have the option of choosing the half of the field they will hold their pre-game warm ups. Kickers shall practice kicking on their bench side. The field shall be divided equally so as to permit kickers to use their half of the field extended ten yards beyond the 50 yard line.
FBR08 The visiting team shall furnish their own towels.
FBR09 The home team will provide access to water for the visiting teams to fill their own containers/bottles.
FBR10 A regular half time is fifteen minutes plus a three-minute warm-up period. FBR11 No half time shall exceed twenty minutes plus a three-minute warm-up period. A. When using a twenty-minute half time, the officials and opposing coaching staff shall be informed prior to the start of the game.
FBR12 One of the coaching staff shall remain with his team when in the locker and shower room.
FBR13 It shall be the responsibility of the visiting coach to see that the locker room and shower room is left reasonably clean and that no damage is done while his team is there.
Equipment
FBR16 Both teams will supply their own CIF approved game balls which could be subject to pregame checks (air pressure, laces, color, condition) by the officials.
FBR17 An official chain and down marker set shall be used.
FBR18 Field phones, if used, are to be supplied by the team that uses them.
Officials
FBR21 Varsity and Junior Varsity games shall have four officials, preferably five member officiating crews Freshman games shall have a minimum of three officials. If the correct numbers of officials fail to show, the game may proceed if both coaches agree.
Films
FBR25 Films will be exchanged as follows:
- a) Home teams make contact by Wednesday of the week prior to the contest.
b) Exchange will be any three games (varsity) and one game (lower levels) agreed upon by the coaches. c) Report any incident of non-compliance to athletic director of school in violation.
FBR26 No coach or school official will give a non-league member any film after the start of the league season.
FBR30 Opposing teams may not send anyone to scout practices. This does not include preseason inter-school scrimmages.
Crowd Control
FBR40 Adequate crowd control for games shall be provided by the home team school administration. To provide for improved communication between school principals, the principals shall meet (one-half hour prior to the scheduled starting time for the varsity contest) in the end zone opposite the field scoreboard (usually the north end zone), and to establish emergency contact procedures should they be necessary during the evening. In the absence of the principal, a designate shall be named to meet and to act in his stead.
Tie Games
FBR45
Tied Games: All varsity games (non-league, league and playoffs) involving Sac-Joaquin Section schools that end in a tie at the end of regulation will be played to a conclusion (a winner, and loser) using the 25 yard line overtime procedure as stated in the National Federation Rules Book.
FBR46
Universal Tie-Breaker (Football) qualifying for the post-season. The win-loss record (s) of the teams in league play shall determine seeding into the section playoffs. The league’s administrators will determine win-loss records based on previously approved schedules. In the event of a tie, the tie shall be broken using the following procedures:
- Tie between two (2) teams:
A. Head-to-head competition in league play among tied teams. - Tie between three (3) or more teams:
- In all cases of ties involving more than two teams, as each team is removed from the tie, all other tied teams revert back to head-to-head competition based on the number of teams remaining in the tie.
B. Head-to-head competition in league play among tied teams examples:

Mini Standings

Results -Team A is awarded highest seed -If applicable, Team B is awarded second highest seed because of head-to-head record against Team C. - If the tie remains: The thirteen (13) point system is to be used:
A. Tied teams will compare their margin of victory with each other in league play. Each team will total their margin of points against the other tied teams with marginal points being the difference in the scores of a game. Winning teams will add the margin of points while losing teams will subtract the margin of points. No more than thirteen (13) points will be added or subtracted in any league game. The team with the highest number of marginal points will be awarded the best possible seed. If there is a tie for highest marginal points, then those tied teams shall revert back to head-to-head to break the tie. Once a team is eliminated, refer back to head-to-head for the remaining teams.
B. 13 point system example:

- If the tie remains: Defensive points allowed between tied teams:
A. Each tied team will total their defensive points allowed up to but not more than thirteen (13) points for each league game with the tied teams. The team with the lowest total is awarded the highest seed. If there is a tie for the lowest defensive point total, the tied teams shall revert to head-to- head to break the tie. Once one team is eliminated, revert to head-to-head for the remaining teams.

- A coin flip will be conducted by the league commissioner from the affected league at a site to be determined by the league commissioner and attended by the Principal and/or Athletic Director of the affected school
Golf
Bags
GFR01 Golfers shall transport their own bag by carrying or using a pull cart for transport.
Scorer
GFR05 The use of scorers is permissible.
Length of Matches
GFR10 The conference season shall consist of nine hole matches for girls and 18 holes matches for boys. GFR11 In nine hole matches, the front nine shall be played unless deemed unplayable.
Dual Match Procedure
GFR20 The visiting team shall be allowed at least 15 minutes for warm-up.
GFR21 Prior to the start of the match, the coaches will exchange lineups.
GFR22 U.S.G.A. rules shall govern all play except where local ground rules are in effect.
GFR23 Dual meet winner will be the lowest score of the total scores of the five best scores of the six-member team. In case of a tie, the score of the sixth player will determine the winner. If still tied, the scores of all six players on holes 7, 8, & 9 will determine the winner. If still tied holes 4, 5, & 6 and if still tied holes 1, 2, & 3 will be used. GFR24 Blue tees are to be used by the boys and red tees by the girls.
GFR25 During the first half of the Spring season, (the first round of dual match play competition), we will play what is commonly known as “winter rules” which for us will be defined as: lift, clean, and place the ball. This will be within one club length, no nearer the hole, without changing the cut, i.e. rough to fairway, fairway to green. Balls in hazards cannot be moved without penalty. The second half of the season, we will play normal “summer rules” unless severe weather conditions warrant an adjustment to “winter rules”.
Conference Tournament
GFR30 The conference tournament finals will be eighteen holes.
Conference All-League Team
GFR35
Those golfers that shoot the best averages would be selected. “Most Valuable” golfer in the league would be the golfer with the lowest average.
Each course where league matches are held is to have the nine holes used in league play rated. Course ratings are: Turlock GCC: 36 for boys/Girls: St. Stanislaus: 28 for girls; Creekside; 36 for boys/girls; Modesto Dryden: 36 for boys, 37 for girls; Modesto Muni: 35 for boys, 36 for girls; Del Rio: 37 for boys/girls. To be eligible for the all-league team:
1) The golfer must play in the conference tournament(s) and his/her scores must count toward all-league selection.
2) Players will be selected for the all-conference team by virtue of their scores in league dual meets. The highest two scores are to be thrown out when computing their average scores. A player must have completed at least 8 out of 10 dual matches in their league. (Based on double round robin matches).
3) The requirement listed in item 2 above can be waived due to hardship or injury by agreement of the majority of coaches in the league. The coaches and athletic directors must address all hardship cases before the league tournament is held.
4) The golfer with the lowest average will be the league outstanding golfer. The next six will be on the first team followed by the second team of six members.
5) Six honorable mentions, one from each school will be honored.
Player Conduct
GFR40
Flagrant throwing of clubs or damaging the golf course will result in play disqualification if observed by coaches.
Vulgar or abusive language will result on a one-stroke penalty on first offense and disqualification on second offense.
Etiquette Rule: All players must stay with their foursome. If observed by the coaches, players not following the proper golf etiquette will be warned on the first offense. On the second offense, a two-stroke penalty will be assessed. On the third offense, a player will be disqualified.
Advice Given by Team Coach or Teammate: Teammates are considered partners in dual events so they can give advice according to USGA rulings.
Only two assigned coaches can coach players during the round. The coach may not
stand on the green or in a hazard when coaching. Coaching may take place after the
player has finished putting and before arriving in the teeing area of the next hole.
Spectators: All spectators following a dual match or tournament are required to be 30 yards off fairways and greens. Coaches are to make this known to all spectators before each dual or tournament meet. Spectators should be warned on the first offense and then asked to leave on the second offense. Advancement to Section Tournaments
GFR45 Dual match champion will receive an automatic berth in the sub-section and number one seed from the CCAL. In the event of co or tri-champions, all teams will receive sub-section berths with the seeding to be determined by the Section. **The top 3 individual golfers, who are not members of a CCAL team advancing to the Section tournament, will also advance to the Section Tournament. Dual Matches
GFR51
- Each golfer will have a scorecard and exchange it with like member.
2. Coaches will always play in second group.
3. Host coaches will emphasize before each match, local course rules, honesty, sportsmanship and course etiquette.
4. Coaches will tell the players to fill both spaces on the scorecard, write legibly. 5. Golfers can only play at any courses arranged for CCAL play if they do not interfere or disrupt any other CCAL schools who have made previous arrangements with the course management to be on the course.
6. Emphasize rule pertaining to vulgar language.
7. No coaching (club section, alignment of putts, etc.).

Practice
SCR01 Each game shall consist of two halves of 40 minutes duration.
All-League Selection Process
SCR02 Varsity Coaches from each member school will attend an all-league meeting hosted by the league soccer representative and the end of the season.
SCR03 All votes will be by secret ballot.
Officials
SCR05 All conference games shall have a minimum of two referees. If one official fails to show, the game may proceed if both coaches agree.
Equipment
SCR10 Any NFHS approved #5 soccer ball, properly inflated shall be used.
SCR11 The visiting team shall bring balls for its own use.
Scoring Procedures
SCR20 A win shall be recorded as three points, a draw as one point.
Final league standings will be based on the point totals as outlined in SCR20 above. If there are ties for first through third place then: Go to By-law GSR75 (Tie Breakers) for league representation in CIF-SJS seeding for playoffs.
Softball

Determination of Conference Champion
SWR01
An equal combination point value will be awarded dual meets and tournament competition. Each win in dual meets will be given one point. (Ties will give each team one-half point.) In the tournament, with six schools in competition, five points will be awarded first place, four points for second, etc., and last will receive no points so that equal point value will be maintained for dual and tournament competition.
Conference Meet
SWR05 A conference meet shall be held no later than two weeks prior to the section swimming championships.
SWR06 Competition for the meet shall be held as follows: Thursday- all diving trials and finals Friday afternoon – all swimming trials Saturday – all swimming finals Deviations from this schedule require conference approval.
SWR07 The top sixteen finishers in the swimming and diving events will receive team points. Relays will be scored first through sixth place.
SWR08 A list of the conference entries will be exchanged by email among all conference coaches on the entry due date established by the Meet Director. This is requirement will take place 48 hours prior to the league meet.
SWR09 The Meet Director will be varsity swim coach of the host school. The Meet Director shall be responsible for all site preparation and arrangement of officials. Officials are to be current, qualified and members of the Swim Association Officials. Officials for the league meet will be Meet Referee, Starter, and two (2) Stroke and Turn Officials. Officials cannot be affiliated with any CCAL member school.
Equipment
SWR15 Schools should cooperate as to equipment needs for conference and section meets.
SWR20 For dual meets, the home team is responsible for supplying the starter and the meet referee. Conference Records SWR25 Conference records can only be set in the conference meet.

Behavior Code
TNR01 “The Code” by Col. Nick Powell (U.S.T.A.) will be used.
TNR02 Code of conduct procedures:
1st offense – loss of a point
2nd offense – loss of a game
3rd offense – loss of the match
The code of conduct procedures will apply to the following behaviors:
Abuse of Language: Any loud, abusive or profane language (judgment of the coaches involved will determine whether a violation has been made, particularly in cases where there may not be a clear-cut violation.)
Abuse of Ball or Racket: Any indiscriminate throwing of the racket or hitting of the ball.
Abuse of Opponent: Any behavior designed to intimidate, distract, mock or disrupt an opponent (this includes continually questioning calls in anything other than a civil manner and discussing an opponent with a spectator or teammate.)
Any coach may determine if a violation of this conduct has occurred. Actual administering of warnings or penalties should be made by the player’s own coach or the tournament director (during the conference singles or doubles tournament.)
TNR03 A player may appeal to the team coach at any time between points for aid in enforcing the Behavior Code. Both coaches must go on court.
TNR04 Boy’s shorts or girl’s skirts and shirts shall be of matching style and color for all team members.
Match Procedures
TNR10 Matches consist of six singles players and three doubles teams with no competitor playing in both. All scoring will be no-ad scoring.
TNR11 Line Up Procedures
Each team will consist of six singles players and three doubles teams. Players may only play in one event (singles or doubles). Each school shall decide which event a player will enter.
Singles play: The No. 1 singles player must be ranked higher on the team individual strength ladder than the No. 2 singles player. The No.2 singles player must be ranked higher than the No. 3 singles player. The No. 3 singles player must be ranked higher than the No. 4 singles player. The No. 4 singles player must be ranked higher than the No.5 singles player. The No. 5 singles player must be ranked higher than the No. 6 singles player.
Doubles play: Doubles teams will play according to the two players’ combined ranking on the player strength ladder (lowest combined sum of a team’s is the No. 1 team).
If the sum of any of the ladder positions for two or three of the teams is equal, then the high ranked individual player shall play on the higher ranked doubles team. Note: Your singles lineup has no effect on your doubles order. You can play your #5 and #6 in doubles and your #10 in singles. The final order is then determined by the rules above.
Lineups may change from one match to the next. If a player is in the lineup is unable to play, a substitution is allowed, provided the ladder rules stated above are met. No player can appear in the lineup unless he/she is listed on the ladder. Moving players with the intent of gaining an advantage is not permitted and shall subject the team to default.
Ladder Challenge Procedures:
1) Player B challenges Player A. The loser of A vs. B must play C before challenging up. Any challenges involving top seven players must be limited to once a week. A player can only improve or drop one position a week.
2) Match Rotation Order: Coaches must determine at their preseason meeting a rotation schedule involving the order of matches played in league competition (i.e. The #3 doubles match cannot be played last at every league competition).
Round 1: Matches played last: #3 Doubles; #6 Singles; #5 Singles; #2 Doubles; #4 Singles; #3 Singles
Round 2: Matches played last: #1 Doubles; #2 Singles; #1 Singles; #3 Doubles;

TNR12 A 12-point tiebreaker will be used in all sets reaching six games all.
TNR13 In event of split sets, new balls will be provided and a 10-minute rest allowed.
TNR14 A maximum 15 minutes warm-up period will be allowed.
TNR15 Coaches will exchange line-ups with ladder placement in writing simultaneously.
In event of a protest of the opposition’s ladder the coach must inform the opposing coach prior to the match. The match will then be played and the protest could then be filed by the principal following league protest procedures. Each coach should have a copy of their most recent challenge match scores and current team ladder available for the opposing coach to see. The names of all coaches must be listed on this document.
League Final
TNR20 League singles finals will be held on the first Tuesday after the conclusion of the league schedule, and league doubles will be held the first Thursday after the singles finals. Regardless of the number of schools in the league, no more than three singles players or three doubles teams may participate from each school. Singles players who qualify for the section tournament are not eligible to participate in the doubles finals. The tournament will be a 16-bracket event. The following format will be used for the league tournament.
- A 6-team league:
- a) The first, second, third and fourth place teams will each send 3 single entrants and 3 doubles teams to the league tournament.
- b) The fifth and sixth place teams will each send 2 single entrants and 2 doubles teams to the league tournament.
- A 7-team league:
- a) The first and second place teams will each send 3 single entrants and 3 doubles teams to the league tournament.
- b) The third, fourth, fifth, sixth, and seventh place teams will each send 2 single entrants and 2 doubles teams to the league tournament.
- A 8-team league:
- a) The first and second place teams will each send 3 single entrants and 3 doubles teams to the league tournament.
- b) The third, fourth, fifth, and sixth place teams will each send 2 single entrants and 2 doubles teams to the league tournament.
- c) The seventh and eighth place teams will each send 1 single entrant and 1 doubles teams to the league tournament.
In the case of a tie in league standings, the league tiebreaker rule governed by GSR75 will determine entrants to the league tournament.
TNR21 Individuals winning league finals will represent conference section tournament. Approval is granted for an alternate to be named should the winner be unable to participate.
TNR22 League singles finals will allow only three matches per player any given day. If a fourth match is necessary, it is to be played on the day of the doubles finals. Thanks
TNR23 Score cards must be used at the league tournament and the host school is responsible for securing the cards.
TNR24 Tournament Draw
1) The #1 seed will be on line #1 and the #2 seed will be on line #16. The # 4 seed will be placed on the side of the #1 seed, and the #2 seed on the side of the #3 seed, unless they are from the same school. The top 4 seeds will be determined by consensus between attending coaches (one coach per school).
2) Players will not play on their own team in the 1st round.
3) #1 and #2 seeds from each school will be drawn to opposite sides of the bracket.
4) An even number of #3’s will be drawn on each side of the bracket.
5) Following Rules 1-4 the remaining 12 entrants will be drawn and placed from the top down. If an entrant cannot be placed where drawn, they are to be moved to the top space allowed on the bottom side of the bracket.
TNR25 During league tourney for doubles and singles, no ad-scoring will be used for first two rounds. The following rounds will use ad-scoring.
TNR26 There will be a coin flip for the alternate players to the section singles and doubles matches.
TNR27 Line judges will be provided in the finals of the league championship for both singles and doubles. These judges are to be adults and non-paid.
TNR28 Coaches will be allowed to seed four players in the CCAL tournament.
Equipment
TNR30 The host school will provide game balls.
TNR31 The ball used must meet specifications of the U.S.T.A. Rules.
TNR32 Singles sticks can be used for singles matches.
TNR33 Net straps should be used.
Coaching
TNR40 Coaching will be allowed during matches. It may take place between games or points, but may not interrupt play or go beyond the allotted time between points, games, or changeovers.
Default Procedure
TNR50 Default procedures will be followed for matches in the conference singles and conference doubles tournament. The procedures are as follows:
Match time will be set.
If a participant is late, the following penalties will be used:
1) 0-5 minutes late – one game penalty
2) 5-10 minutes late – two game penalty
3) 10-15 minutes late – three game penalty
4) After 15 minutes, the match will be defaulted.
Line Calling
TNR55 Players are encouraged to take care of any disputes in line calls in the following manner:
- Question the call with opponents.
2. Call both coaches over, and this constitutes a warning. At this time, both coaches watch from positions outside the courts.
3. In the event of a continuing problem, a team can call for line judges.
4. Each team is responsible for supplying either a player or a coach to serve as a line judge.
5. Line Judges stand at opposite net posts and verify calls when asked from the center of the court out to the doubles sideline on which they are standing.
6. Two players will assist when needed.
Foot Fault
TNR56 1. In the event of a foot fault, the opposing player(s) should notify their own coach.
Both coaches should watch and verify. Foot faults should be called by the player’s own coach.
- If a player is called for a foot fault on a serve, it counts as a fault, and the player shall continue with the second serve.

TNR71 Senior Sportsmanship Award
The Senior Sportsmanship award is to honor a graduating senior for exemplary nominating school/coach. Candidates nominated/selected must be a graduating senior with a minimum of two (2) years of participation in varsity tennis for a CCAL member school. The award is selected by the league coaches at the singles seeding meeting prior to the CCAL tennis tournament. The award is to be purchased and presented by the tournament host school.
Player Injury
TNR80 A player with an injury or condition will be given a total of ten (10) minutes. (this includes any reoccurrence and/or injury that my occur)

TKR01 Order of Events & Lane Assignments
Track order of events will follow NFHS rules, field events outlined in Center Meet and Conference Meet Schedules
Lane Assignments: All races will be seeded by time, heats will be run from slow to fast.
Center meets will have four separate divisions: (FSG, FSB, VG. VB). Coaches will designate an athlete’s division prior to competition.
Officials at Center/Conference Meets
TKR10
The league will be responsibility of hiring starter, timer and judge for each center meet. The division of job responsibility for each center meet will be determined at the pre-season league meeting and a copy of responsibilities will be sent out by the league representative prior to the upcoming season.
Each school is responsible to run a field event & will be responsible for one “utility” job on the track. A starter and timing company will be hired for each event.
Scoring at Center Meets
TKR11 Top 8 individuals will score 10-8-6-5-4-3-2-1. Team Relay Scoring 10-8-6-4-2.
TKR12 Conference Championship Scoring: Each team will receive a point for every team they finish ahead of in each Center meet. In the event that two (or more) teams finish tied, 1 point will be split evenly between the teams who have tied. The league champion is the team with the most combined points from the three meets.
Conference Meets
TKR15 The conference meet will be split into two meets, varsity on Tuesday or Wednesday and frosh-soph on Thursday or Friday. 3 pm start for both meets.

If weather adversely affects the automatic timing equipment, all teams must provide a coach at the finish line to hand time the remainder of the meet. Hand timing will be done by place, not lane. Team Scoring/Tabulation of results may be completed within 24 hours of the completion of the event in case of computer failure.
TKR24 The designated appeals committee coaches will confer regarding the delay of the track meet should lightning be followed within 30 seconds by audible thunder. If a delay is warranted, the meet will resume 30 minutes after the last visible flash of lightning. (NCAA Sports Medicine Guideline 1E)

TKR25 Three schools will be pre-assigned for each meet to have one coach serve on the appeals committee. Appeals committee appointments will rotate among league schools.

High jump will start at 3’8” for FS girls, 4’ for Var. girls, 4’8” FS boys, and 5’ for Var. boys, the bar will increase in 2” increments thereafter.
Shot Put, Discus, Long Jump and Triple Jump will be seeded in flights from shortest to longest & will be allowed 4 attempts
In the Discus, minimum marks for measurement of throws may be set at the following distances: FS Girls: 50’, Var. Girls: 75’, FS Boys: 75’ Var. Boys: 100’ (at the discretion of the team running event).
Conference Meet Logistics

Date for 2019: April 30th. The Varsity CCAL Championship Meet will be held on a weekday, early in the week, prior to Divisional Championships, allowing varsity athletes a week rest to prepare for the postseason.

Entries: Each team may enter 4 athletes per event by time/distance.
All senior athletes in the CCAL, that are not in the top 4 of a team’s entries, will be granted entry into one event. We intend to honor senior athletes from all teams prior to the beginning of the meet.
CCAL “Standards” will be adopted, the average of the 8th place finish over the previous 3 seasons, to allow for teams with more than 4 athletes who have met the standards to send all that have qualified. (Initial numbers will be adopted as an average of the CCC/CCAL existing standards).
Championship Meet seeding will be set to accept Season Best marks.
All coaches will have access to the entries online via athletic.net prior to the deadline.

WPR01 All conference games shall have a minimum of two officials, but if only one official shows the game may proceed if both coaches agree.

WPR05 The official conference ball is the Kap 7, size 5 for boys, and the Kap 7, size 4 for girls.

Miscellaneous Rules
WPR15 Current National High School Federation Interscholastic Water polo rules will govern all games unless superseded by a conference or C.I.F. rule.
WPR16 Teams will be allowed an agreed-upon warm-up time, not to exceed 10 minutes.
WPR17 Pool measurements will be waived as requirements.
WPR18 An adult will run the time clock unless otherwise agreed upon by the coaches involved.
WPR19 Shot clocks shall be available and visible at each end of the pool.
WPR20 Game time clock(s) shall be visible.

Match Starting Times
WSR01 The number of mats available and to be used shall be determined by the home team. If only one mat is to be used, the starting time for the match shall be 6:00 pm. If two mats are available and are to be used, the starting time for the match shall be no later than 7:30 pm and the host team must contact the visiting team 24 hours in advance if the host team is going to use two mats.
Dual Meet Procedures
WSR05 Weigh-in will begin one hour prior to match time as per National Federation rules.
Varsity and JVs will weigh in at the same time. Weigh-in procedures must follow the
National Federation Wrestling Rules as stated in rule 4, section 5, and articles 1-7, or as
such time that the State CIF designates a weight management system.

WSR06 The visiting team will be allowed one hour prior to weigh-in to check their weights in private and to determine their official lineup.
WSR07 Any level changes in the dual meet at either the varsity or junior varsity levels must be made prior to the start of the junior varsity competition and each head coach must be notified.
Conference Championship Tournament
WSR09 The conference tournament will be held the week prior to the Divisional tournament with the day and time determined by the host school.
WSR10 A meeting shall be held prior to the tournament (if convenient) for drawing and seeding purposes.
At this meeting, lineups will be established for the tournament and seeding and drawing will take place. No wrestler may change weight classes once the lineup has been established. However, substitutions may be made at the weigh-in time if a wrestler has become ill, failed to make weight, been injured, or the like. Weigh-ins will be held two hours before the tournament at the host site..
WSR11 The tournament will be run with an eight-man bracket.
WSR12 If a wrestler does not make the entered weight, then the coach may change his lineup and the wrestler may be moved up one or two weight classes. If the bumped wrestler can make the lower weight class, then that wrestler may be moved down and entered in the tournament at the lower weight class.
WSR13 a) The league seeding meeting shall be held the night prior to the league tournament.
Each varsity coach shall have a complete up-to-date win/loss record of each of his the wrestlers in printed form. A copy of these records shall be given to each coach at beginning of the seeding meeting.
The seeding meeting director shall be the league representative.
Seeding criteria shall be as follows to determine the top four (4) seeds:

Divisional placing (top 8 at any weight)

Any gross error shall be voted on by all of the coaches, with a majority being able to change the above criteria. This procedure shall affect only one (1) seed at a time.
The top six (6) wrestlers will be seeded. The remaining wrestlers will be drawn in. Out bracket wrestlers will be randomly drawn in, but there cannot be two (2) out brackets in the same half bracket. (6 spots allow for a true 4th match if needed ie. 4 vs. 5)
WSR14 The tournament will be scored on a six place scoring system as outlined in the Nation Rules.
WSR15 Medal matches are to be run as host school determines.
Tournament Format – Varsity Division

a) The tournament is a qualifier for the Divisional Championships. The number of qualifiers is to be determined by the section.

c) The tournament shall be conducted with the following general guidelines:’
➢ Weight-in shall be conducted as per the National Federation Rules and
weight management program of the State CIF.
➢ 3 or 4 x 28 – 30 ft. circle mats must be used (28 ft. minimum)
➢ Eight man bracket, double elimination, without brackets where necessary.
➢ The top five (5)) places will be determined (depending on the number of
qualifiers given on a given year).
➢ To be held in conjunction with the JV tournament.
Weight Certification
WSR24 All wrestlers will abide by all CIF rules regarding official weight certification and all proper and safe practices related to weight loss. The CCAL wrestling representative will provide copies of all league teams’ official weight certification at the league seeding meeting.
League Wrestling Sports Representative
WSR27 The representative will hold the position for two years, at which time he may run again.
The vote will be taken at the spring league meeting.
Equipment
WSR30 Teams must be properly attired in legal wrestling equipment as outlined in the National Wrestling Rules.
Officials
WSR35 Both varsity and JV officials shall be registered association officials assigned by the commissioner of officials.
WSR36 There shall be no scratches of officials.
Conference Meet Sites
WSR40 The sites for conference meets will be determined by the league.
Conference Final Standings
WSR50
a) The CCAL Team Championship and Individual Tournament (final standings) shall be based upon points earned in dual meets. One point earned for each dual meet win.
b) The team(s) that earn the most cumulative points will be determined the league champion.
c) CCAL By-Law GRS75 outlines head-to-head competition to be used to break ties in standings for league representation.
d) Representatives to the Team Duals will be the team with the most points after the CCAL league competition.

Wrestling Coaches Meeting
WSR60 The CCAL wrestling coaches will meet twice per year, once in the fall prior to the start of wrestling season to discuss any and all league or section items and once in the winter prior to the CCAL Wrestling Tournament to discuss any post-season issues. These will be voting meetings and need only a simple majority of the members present to pass a league rule on to the league administrators.
